Fanny Faure-Fievet, Head of the Aquaculture Office, Directorate General for Maritime Affairs, Fisheries and Aquaculture – Ministry of Ecological Transition – French Government, France

About the speaker: 

After a master's degree in European public policy, and initial professional experience at the Ministry of Finance, Fanny Faure-Fiévet has been working for the Ministry of the Sea as a maritime affairs administrator for 15 years. She has worked as an office manager in territorial services (in Brittany and the Mediterranean region), in the fields of social and administrative management of fishermen, coastal affairs and maritime salvage. She has also worked for the General Secretariat for European Affairs on fisheries and aquaculture issues. She has been head of the aquaculture office in the Directorate-General for Maritime Affairs, Fisheries and Aquaculture since November 2022, after initial experience in this directorate as project manager for the implementation of the European Maritime Affairs and Fisheries Fund.

The Directorate-General for Maritime Affairs, Fisheries and Aquaculture (DGAMPA) provides cross-functional support for the development and implementation of the national strategy for the sea and coastal areas. It coordinates the action of the central administration departments of the ministries working in areas relating to the sea and coastline and supports the regulation of maritime activities with a view to sustainable development. It draws up and implements maritime safety policy, including the prevention of pollution from ships, and ship security. It is responsible for coordinating actions relating to maritime planning and is in charge of the merchant fleet, sea fishing, aquaculture and sea products, yachting, shipping, the ecological transition of ships, harbourmasters' offices, maritime training and the employment of seafarers. It also participates in the cross-sectoral coordination of the maritime economy and maritime employment. It contributes to Community and international negotiations in these areas and supports France's international maritime policies.

Within this department, the Aquaculture Office steers, leads and coordinates national policy for the development of marine and inland aquaculture, for the territories of mainland France and the overseas regions. It provides economic support for the sector, in particular through the EMFAF, sets up the regulatory framework for the use of the public maritime domain for these activities and manages maritime aquaculture planning. It also liaises with the authorities responsible for fish farm licenses and inland water planning. This office is responsible for the development policy for the seaweed industry in France, including seaweed farming and the harvesting of wild seaweed. It also provides support for professional foot fishermen and professional freshwater fishermen.
